Does new websites have a time limit to rank higher on major search engines?

-I was talking to an SEO expert the other day and he told me that I have to quickly optimize my website before its to late. By too late I guess he means I have a certain time limit to rank higher on major search engines. Is this correct? If so why is that? How much time do I have? My website is a month old. All answers are greatly appreciate!No it's not true. Search Engine keep on updating their database and the ranking keeps on changing. But It's a good practice to keep your website optimized for search engine from the start.
